This SAE Recommended Practice describes the basic content requirements, bar-code specifications, and functional test specifications of a vehicle emission configuration (VEC) label. On the vehicle, the VEC label is to be mounted under the hood in a readily accessible location for use of a bar-code scanning device. This document specifies a permanent vehicle emission configuration label that can be automatically identified through a bar-coded format. After reviewing J1892 and determining that the origin sprang from legislated requirements, the committee inquired with CARB and EPA about the current relevance of the standard. CARB stated that it was not used except through reference to EPA legislation. EPA provided a written comment that I've attached below. Based on this information, the committee recommends retiring the standard as it is no longer used. Memo from EPA regarding J1892 (4/07/2010) The SAE labeling standards are incorporated by reference in 86.095-35 (h) notification of nonconformance penalties. This labeling must be started within 10 days of production compliance auditing. We no longer perform production compliance audits. Basically, the reference in 86.095-35 (h) is obsolete, not enforced, and abandoned with the introduction of subpart S and CAP 2000. Subpart S for 40 CFR Part 86 (light duty vehicle, light duty truck, and heavy duty chassis testing) does not have provisions for introducing any non-conforming vehicles into commerce. At least for light duty, we have no issues with cancelling SAE J1892. Its reference is no longer applicable.
